Note that Notepad does not display Linux files properly. Everything else I've used does, including, of course, the DOS version of Emacs.

There is also Cygwin which contains a whole bunch of editors, and you can build BRLTTY from source. It has a BRLTTY as part of the Cygwin distribution but the last time I tried it it crashed when I tried to turn on Grade 2.
