Are you using Adobe Reader? If so. Try Control-page_down to advance and Control-page_up to return toward the beginning of the PDF.
Or you might want to go into the View menu and open the Page Display and see if Enable Scrolling is checked. Or try Auto Scrolling to see if that might help.
