That is probably it.  I am experiencing the same problem on my desktop and
laptop, both of which run Windows 8.1.  Since Windows 8.1 is fully
integrated with One Drive, the files update at startup.  For that reason,
whenever I'm not in a hurry, I wait a few minutes for Windows to complete
all its startup processes, and then everything works fine.  I hope this
helps.

My machine seems to stutter and jerk until it gets warmed up, especially if
I do things too fast. Then after a few actions it performs normally. Does
