I had this problem a couple of weeks ago, I am running win 95.  Before
you do anything drastic you might want to follow the steps outlined below to
make sure that your settings are correct.
1. Go to start menu settings, and then control pannel.
2. find display in the control pannel.
3. find the appearance tab and tab to scheme, make sure the option windows
standard is highlighted.
   Like I said you may not have the same problem but it fixed mine.  Hope
