Do you have a sound card? If not, go get one. When you have installed the sound card,
there will be different sounds for different events, such as chat, message, url
transfers etc.
I think those sounds are on by default.
If you have a sound card and don't have any sounds on events, etc make sure you don't
have anything that plays sound, such as music programs or software synths running.
There are sound cards that allow for both software speech synths and other sounds at
the same time, but i'm sure someone else can explain that much better than i can.
