Tab key not working in IE 4

Sometimes when in IE 4 the tab key stops working. What I mean is,
instead of moving me through the links on the page, it brings me to
the taskbar whenever I hit it. The only way I've been able to correct
it is by shutting down the computer and restarting. Just shutting down
JAWS or IE doesn't work. I'm using Win 98 with JFW 3.2.31.
