No, I don't have a fix, unfortunately, but I can give you the satisfaction
of knowing that you aren't alone.  This seems to be a relatively new bug, as
I don't remember it happening before.  During the last week, twice while I
was writing e-mail, my computer just stops talking.  Nothing I do will get
speech back.  It only happens when there are blind people around, and no one
to read the screen.  More details as they develop.
Maybe this will clear up once we go to daylight savings time.  Who knows.
