Yes.  I have used the automatic graphics labeler successfully in programs
such as PMMail 98.  I have also experienced trouble with this feature in
other programs, such as Windows Media Player.    
In some cases, I have noticed that the labeler gets some graphics but not
others.  In others, the graphics seem to change, making the previous
labels useless.  This is the case for certain graphics in Media Player
that change when associated with different web sites that one can select
by pressing various buttons on the window.  
In other cases, I think the problem might be the way in which the program
displays tool tips.  It is also possible that some graphics just do not
have tool tips.  The display of a tool tip is required in order for the
graphics labeler to work.
