Filter Action box not reading with JFW

Hello Listers,
I am trying to help a friend create a simple filter in Eudora with JFW v3.2.031. She has a 233 pentium with 64 megs ram.
Her Version of Eudora is 4.0.1. When she gets to the action box of the filter where she must specify the action to be taken, e.g. transfer to, copy to, etc., the choices are not spoken and using the alt down arrow combination to open the box yields no result. When exploring with the Jaws cursor, these items are spoken, but she cannot access them with the PC cursor by opening the combo box and then using either the arrow keys to explore her choices or tapping the appropriate letter until she reaches her desired choice.
I am not clear what her video card is, but she has her display set to 256 colors with 640 by 480 resolution. I don't think that this is related to the version of Eudora, but I am using v3.05 and am unfamiliar with all of the new features in the 4.0 version. Her tree view is hidden she does not have the preview pane showing, has maximized all windows, and has no other apps running except JFW when this occurs.
Any and all help would be greatly appreciated. She is slogging through law school and really needs this feature to stream line for efficiency.
