JFW and win98

Hi: 
I am thinking of updating to windows 98 with arabic language language
capabilities
Will someone please advise as to whether: 
1. this will be an upgrade or a new installation.
2. Will the Arabic language files interfere with the prformance of JFW?
N.B.:  I am, of course, not expecting JFW to speak in Arabic.
