I think this is another instance of version skew, since someone recently
mentioned how happy they were with Windows 98 help. I'm glad for them. :-)
For my particular machine, what I have hit on so far is:
Find a topic I want.
Hit Enter. I hear a beep but no other response.
Tab until I'm in the right pane. As far as I know it doesn't matter what I'm
on - Related Topics, text, some other link...
Right click using the application key.
Choose the Select All button (I think the hotkey is A, but you should
check).
This will read the whole topic from stem to stern. If you need to inspect
something, good luck. I didn't get that far. Maybe Copy and Paste to an
editor. I tried printing to a file but you can choose only PRN or
Postscript.
I wonder if it works better if you've upgraded to I E 5. I can't because the
install wizard gets an illegal operation!
