If you are running IE5, uninstall it and then reinstall IE5. I had the same
problem. When I uninstalled Internet Explorer 5, the shortcut keys came
back. I then reinstalled Internet Explorer. I have had no problems since.

Did you turn power off and do a cold reboot? I think sometimes power must be
turned off before Windows will reset its shortcut keys properly. Selecting
the Restart option from the shutdown menu isn't enough.
