Ah, Harry, you've hit on the mystery of the web. No two sites are alike.
You, we, everyone who uses the web are at the mercy of the web designer.
Some use good judgment while others use flim flam to design their sites.
There is no secret to navigating the web with jfw (or any other screen
reader for that matter). It is all hard work and a lot of patience.
