Are you sure you're speaking of OE?
I use OE4 all the time & I *never use teh Jaws cursor, just the Pc cursor all the
time.
What is this "quoting turned on" you speak of?
I've never even encountered that term.
It seems like you're in another ballpark.
Perhaps you're speaking of OE5 which I have not used yet because I heard about so
many problems with it.

In OutLook Express there is no PC cursor, you have to review using the
Jaws cursor, and/or reply with quoting turned on, and/or save the
message as a text file before you can use the control arrow to read
through the message.
The JFW tapes recommend using the control-insert-down arrow which
reads the message with the jaws cursor, using control page down to
completion. Personally I only do this when I want to review something
in a message partly because I have my jaws cursor set at a slower rate
of speed than I have the PC cursor.
