Hi, Harry. If someone else has already answered this, I apologize.
Save the cardfile.exe file to a temporary directory on your system, it
doesn't matter where as long as you can find it.
Find this file, cardfile.exe and double click it. I am not sure if the
file you have runs an installation program as it would if it was from the
Windows 3.1 disks, or if instead it just runs cardfile. You cannot open
this program in notepad as it is a program file, e.g. an executable file,
not a text document. Most likely after you run cardfile once a shortcut for
it will be made on your pc. If you like you can make a shortcut for it on
your desktop. Find cardfile.exe on your pc, and press the right windows
button if you're using a windows 95 keyboard or the star key to use the
right mouse button. One of the choices here is to place the shortcut on
your desktop.
I'm afraid I've given you more information then you wanted, so please
write back privately if I can help further.
