Hello Walt:

Once you are in the tree view, think of it as you would windows explorer.
Use the arrow keys to navigate down the list of options.  You should here
in most cases, the word "checked" if the option is toggled on or not.  

If you want to know more about an option, simply hit the f1 key for help,
and internet Explorer will bring up the help associated with that application.
When you are finished with this help screen, hit the escape key and you are
back at that option choice.  

Note:  There is one place in the advanced options where you have a
multi-choice list, and it refers to how you wish your links displayed.  the
options are,
Always,
Never, and
Hover.

To find out the status of these items, your best bet is to turn on Active
Graphics Mode (insert-f4 I believe), and you should here the checked or not
checked status of these three choices.
