I think David's correct, at least insofar as Windows 95 is concerned ...
this was the heart of the federal lawsuit against Microsoft. You could
not elect *not* to install IE 4 and once installed, you could not remove
it. While the statement has been made here that there are home-grown
utilities out there that will remove IE 4, would you want to trust your
system to something that Microsoft's own engineers and development
programmers couldn't do; namely, remove IE 4? I wouldn't.
