Hello BOB, I've never seen this behavior from the start menu, regardless the screen reader I've used! I have it say "selected" when I hilight an item within the Start Menu, but never "Checked!" The Type code is that of a menu, and the sub-type code is that of a Start Menu, but the Control Id is "0". If the item can't be checked, then it must be a graphic that is labeled "Checked", and not the item itself. I don't even have a graphic that can be labeled--or at least not one that is consistent with all shortcuts! Whenever I create a shortcut, or whenever I come across one that an application installed, I edit it and put a "!" at the end of it--this helps me distinguish between folders and shortcuts on the Start Menu and Desktop.
