I came up missing my task bar one time while running Windows 95 and much to 
my dismay discovered that a sighted soul had been messing around with it and 
shrunk it down to a very small size.  It had to be resized and as I didn't 
know how to do that, I had some assistance doing it.  Try checking that if 
you have sighted folks around who may have been accosting your hapless task 
bar.
