If in Win95, then from Start Menu press s for Settings
and t for Taskbar where you'll be at the Taskbar Options Page.  Press Tab
or DownArrow to AutoHide CheckBox and make sure it is unchecked.  It seems
a good idea also to have the TaskBar "always on top".  Hope it helps.
