I was having similar problems when I upgraded to Office 2000 last week.
The help system truly is not workable, as is.  I posted a message on this
list and got no response, and sent a message to HJ, which of course is in
their tech support queue.  I did manage to figure out a work around
though.  (I'm using JFW 3.30.26)  The help system in Office 2k is the same
as the help system in IE5, except the Office help system relies on a file
called MSOHELP.exe, whereas IE5 help relies on a file called hhctrl.ocx.
So, what I did was to go into my jfw33\settings\enu directory and copy
hhctrl.* to msohelp.*, and now the Office 2k help system mostly works
fine.  It seems that HJ did not provide any config files to go with
msohelp.exe, but copying the ones for IE5 help work just fine.  I still do
have the problem of the first few letters not being spoken (and yes, the
screen is maximized), but if you click on the scroll-left bar a few times,
it'll bring them into the picture (but you have to do this each time you
activate help).  Hope this is of some use!  Not sure why HJ didn't include
config files for msohelp...
