It depends how you want to create your HTML pages.
If you want to create your web pages with the same facility as using Word, ten, yes,
you can use Word to make HTML
pages or Frontpage Express that comes with Windows 98.
If you want to write manually (or almost) your HTML pages, I recommand a simple (and
freeware) HTML editor called
Anansi.
You can download it at ftp://ftp.simtel.net/pub/simtelnet/win95/html/anansi32.zip
Some dialogue box are not automatically read by JFW , but it works just fine
otherwize.
