It makes a difference as to where or when you do the tabbing.
The thing you describe also happens to me, and I have just learned to live
with it. What you describe usually happens when I am in an opened message.
When I am in the inbox list view of Outlook Express, tabbing will take me to
the tree view, but not while I am in an opened message. Pressing the escape
key once will usually close out an opened message and place me directly back
in to the list view of my inbox.
