I had a similar problem, but before I rebooted, I got a sighted person
to look at my screen.  There was an error dialog that didn't speak,
which said "Problem saving shortcut".  Pressing Enter, which was the
equivalent of OK, allowed me to continue normally.  This may have been
what happened to you.
