I do not hear things as you describe, excluding any dictionary entry.  If I 
write the fraction 4 1/2 I hear it spoken as, "Four one slash two."  This 
tells me that the number is four and one half.

If I write 55 1/2 I hear it spoken as "fifty five one one slash two."  This 
again means fifty five and one half to me.
