Why do you turn forms mode on and off?
just turn on forms mode, tab through the form, and fill out the fields.
No need to go in and out of forms mode!

Most forms contain comboboxes. Once you've typed in the information in one
field, is it not the tab key you would use to go to the next edit field?
Like, this is the case with comboboxes: You would arrow around until you
find the right selection, then type in or indicate your answer, tab to the
next combobox/editfield,etc.
