I have done a fair share of JFW33.31 installs. The merge always works for
me.
JFW33.3.31 gets the system time from the OS so you don't even need the
taskbar on screen to get the time.
You don't need to define a frame or modify a script to change the say system
time script.
Open the keyboard manager. (insert+8 on alfa numeric pad) then pres K.
Press control+shift+D to open the default.jkm file.
Tab once and locate the SaySystemTime script in the list view.
Control+H will open a dialog for changing the keystroke.

The first thing I noticed after I got the install to run was that it
didn't merge from my previous 3.30 installation, so I had to do it
myself. No biggie there.
The second problem I've encountered is that when I place the JAWS
cursor over a taskbar graphic and try to label it, the Graphics
Labeler says I'm not positioned on a graphic. The hell I'm not.
Also, where did they hide the definition for the frame for the taskbar
clock? There is no JFW.JFF or DEFAULT.JFF file any more, I haven't
the faintest idea where it has gotten to, but I want to change the
hotkey from that silly Insert+F12 to something a little better, like
Insert+` which I had defined in 3.30.
