creating hot key

Still can't get it to work.  I have a question since I never used it.  Can
you use the hot key anywhere in Windows.  when I boot the machine, shouldn't
I just be able to enter alt control J to get it to run, or do I have to go
to start up first or something like that?  Thanks.
