Yes, I have had that problem occasionally too. Sometimes just smacking the
ALT keys a few times will seem to fix it but mor often it is necessary to
close down the programme I am running and re-start it.
It is similar to that trouble with Windows Explorer coming up when you type
an 'e' as if you had typed the Windows Key 'E'. No idea where that comes
from, I guess it must be a JFW aboration because I have never heard of
sighted people having that trouble.
What seems to happen is that hitting the TAB key sends you to the task bar
somehow.
