jfw & keyboard

Hello all;
does jaws control the keyboard and if a key pushed is not a jaws key, does
jaws automatically pass it on to the computer? What is happening to me is
when I am in O E 4, I hit tab to get out of a folder and I am put back to
another program I am running. It is like every tab is responding as a
tab+alt control. So, is this a jaws problem or computer?
