I know of 2 ways to organize favorites in IE5 with JFW.  There may be
others.

First there has been a plethora of posts on this subject under another
subject which were mostly complaints an no solutions offered.

The first way is to access the organize favorites dialog in the IE favorites
menu.  one must toggle off the virtual PC cursor (insert+Z) to access the
list view and buttons.  I have had no trouble using this dialog with
JFW3.3.31, and I haven't needed to use the Jaws cursor.  (And hey I'm not
that smart)

The second way, and my preferred method, of organizing my favorites is
through Windows Explorer.  It's really much faster than the IE5
favorites/organize favorites dialog.

Open Windows Explorer and navigate to your favorites folder, normally
c:\windows\favorites.  This folder is used by all your Microsoft programs
like IE and Outlook Express, and by windows (in the start menu) as well.

Once inside your favorites folder, you can create new folders, cut, copy,
paste, delete, select multiple files etc.

Organizing your favorites in Windows Explorer is much cleaner, you don't
have to mess with all those buttons and do all that tabbing around.

If you aren't comfortable in Windows Explorer then you should work on that.
Explorer is the key to using Windows effectively.
