Hello Harry,

The DecTalk PC is an internal card, the DecTalk Express is an external
synthesizer that connects to a serial port, and the Dec-Access32 is the
DecTalk speech that uses the system's existing sound card for the
hardware-side of the synthesizer.
So the PC and Express are hardware synthesizers, and the Access32 is a
software synthesizer.
