You might want to give the JFW documentation a quick read.  JFW for NT
requires NT Service pack 4.

I had the same problem installing JFW on an IBM machine with the  same
matrox display.

What we ended up doing was installing service pack 4 once JFW had been
installed.  Also, depending on which version you have, make sure you've
installed/run the upgrades.
