As you point out- poor Hindus need to take the opportunity to go abroad. Also 
some communities (eg Nair, Ezhava) have started mission work/ education/ health 
institutions to help their own and others. This will help, just as Ramakrishna 
Mission and Sikh, Parsi and Jain foundations do.
Preaching or condoning violence will not.
I guess Nairs do not have dowry on a big scale.
