I feel, localised education and Common School system are complementary..

We need to incorporate localised education in common school system,
where the there would be macro level guidelines for the CSS, and the
subjects, and other inner details have to be decided by the local
authorities itself.

Btw, we need to empower the people to run the school themselves..

In my village, my father and grandfather studied under a teachers
family.  They used to teach up to 5th std, and after that, my father
went to the nearby town for higher studies.

There were no strict fees collected by the teacher family.. However,
most of the farmers give whatever they can to the family to support them.

Its a mutual help and the entire village life was peaceful..

But during 1975's, the government introduced primary school..  many of
the villagers felt, that the teacher family run their own school
independant of government..  But they handed over the school to
government..

Now, its one of the usual primary school, where the teachers would
sleep in the class, and the students would sit in the ground.

We need to evolve at a system, where the people in a particular
locality participates in the daily functioning of the school, and
through community participation
