Dear  Dr. Arup,
You should rather declare what you are proud of. No one is asking you to be 
proud of Bihar.
You are no different than us. Everyone has had good and not so good experiences 
in different cities/states of India. But making such sweeping statements does 
not go well with intellect like you.
I take strong objection to this statement of yours.
