The Mumbai attacks were aimed at the very soul of India whereas Orissa situation is internal problem. So it like comparing apples and oranges.
This is similar to the WTC Sep 11 attacks and the Oklahoma bombing which domestic terrorist attack on April 19, 1995 aimed at the U.S. government in which the Alfred P. Murrah Federal Building. Certainly the US response/publicity to the WTC attacks was a million times more compared to Oklohama bombings since the former threatened and questioned its very survival.
