Review Comment:
   If the fetch doesn't include the a record out of bounds we say the min 
record is greater than the deadline. We could do a second fetch but for 
functional purposes this should be enough it indicate there is nothing to be 
evicted until something has added or the stream time advances. 
   
   Trying to remove when there is nothing will emit noting which should be fine.
