This doesn't completely prevent a rogue client since it may not implement the handling of THROTTLING_QUOTA_EXCEEDED properly. My comment in the PR was that other KIPs (e.g. [https://cwiki.apache.org/confluence/display/KAFKA/KIP-599]) that introduced specific throttling have added the logic to mute the channel.
