Implements the new admin client API described in [KIP-618](https://cwiki.apache.org/confluence/display/KAFKA/KIP-618%3A+Exactly-Once+Support+for+Source+Connectors#KIP618:ExactlyOnceSupportforSourceConnectors-AdminAPItoFenceoutTransactionalProducers).
