How about changing the default in Settings->Screen->Screen Dimming ? Is Settings->Screen->Brightness set to the maximum level? If not, can you do that and set that to max and see how it behaves on wakeup (you can put it to sleep manually with Settings->Advanced->Turn Off->Sleep)? I'm throwing these suggestions out because I can't reproduce what you are seeing, and I'm trying to figure out what's different between our setups. I do see the screen dim a bit during wakeup, but not so it's unreadable.
