You have 8 threads making a single request . the first time they make the
request , they will each get a(different) session id and associated cookie.
The next time each thread makes another request the same id will be used.
But note that thread1 always makes request1 , thread2 makes 1 out of a
possible 6 requests(but the actual request can differ), ..thread8 always
makes request 8. This is the behavior whether you have the cookie manager at
thread group or test plan level.

Again you need to state what you want to happen . do you just need 8
requests at the frequency you specified , or you need a specific journey
repeated 8 times..
