I have a clear counter example.  Mozilla on Win XP does  NOT clear 
the Java cache upon restarting the browser.  I loaded  10.00.07 of the 
Jmolapplet.jar
into this browser yesterday, and got inexplicable behaviour.  so I updated the 
server
version to  10.00.0, restarted the  Mozilla browser, and it still  used  
10.0.07.  Despite
four restarts of the browser, I cannot force it to update the Jmol it is using
(I have checked the server is issuing an updated version with  eg Safari, which 
has
updated its  Jmol).  I have even re-installed  Mozilla (1.7) but it still 
persists in using
a (cached) version of Jmol from somewhere.  Curiously, on this machine, even
Firefox and  IE6 now use  10.0.07.  Going to another machine, and the browsers 
load
10.00.0 correctly, so this cache must be machine specific. I suspect a browser 
cannot
clear this cache, it must be some sort of system operation that must do it?

 I would suggest the applet caching behaviour may well be controlled by local
policies  which the user may be unaware of, and which may lead to odd behaviour
if eg the Server  Applet is updated at some stage, but the user continues to 
see 
an  "old" version of the applet on their version of the pages due to its using 
the
cached version.
