You are correct that the implementation and rules for this lookup class 
are quite complex. Its one reason why we haven't done this up to now. If 
you'd like to tackle the problem then that sounds great!

We will have to watch how much larger the jar file gets as a result of 
the additional language specific data though. But lets get a working 
implementation going first. It may also guide the JSR.
