Have a TODO list for the administrators, managers, and maintainers.
The *first thing* you need to do is (with the help of others) create a solid community base. Even that needs its own TODO list :) Then, even if you don't have the time to do XY or Z, others can chip in. I cannot handle it on my own. I too have things that are out of control, of which include work, marriage, house, and other OS project I manage or contribute in etc.. But give the responsibility to a trusted group. Many contributors will come and go throughout time, the same way as how i came a few months back, and (... how long i'll last). I am, however, willing to help when i can to revamp the community site and make it all easier for us and others to manage and maintain in the future.
