When will it turn illegal? when you take someone else's code that was meant to be open source, whether it was free of charge or not, and close it to become proprietary, meaning that you prevent anyone else from modifying and distributing it. And to prevent such illegal actions, the GPL came out with a new rule called "Copyleft", a total opposite to "Copyright".
"Copyleft", in short, is a rule created and adopted by the GPL, to make sure that what was open source STAYS open source.
