The document lacks PQ and PQ/T HPKE algorithm registrations when it easily
could *[1]* have them with a rather small effort *[2]. *With the changes
made in -13 it's going to sit in MISSREF waiting for draft-ietf-hpke-hpke and
so I believe it might as well go the extra half a mile and MISSREF
draft-ietf-hpke-pq too. This feels like a missed opportunity.

Generally though, I believe the document is in a good shape now compared to
the last WGLC and if accommodating PQ and PQ/T registrations is believed to
be too much of a disruption I believe it is ready to proceed.
