I appreciate your point, Filip, but the good news is that, once the JOSE HPKE
spec is a standard, it will be straightforward to write small specs that
register additional HPKE for use with JOSE algorithms. Those could be PQ,
hybrid, or conventional algorithms - whatever there's demand for from potential
implementers.
With respect to the reference to draft-ietf-hpke-hpke, I'll note as an editor
that that spec introduces no new functionality relative to RFC 9180. It
removes some - none of which we're using. Therefore, it would be trivial to
change the reference to RFC 9180, should draft-ietf-hpke-hpke progress more
slowly than this specification and result in a MISREF status in the RFC Editor
Queue. COSE HPKE references RFC 9180, for what it's worth.

The document lacks PQ and PQ/T HPKE algorithm registrations when it easily
could [1] have them with a rather small effort [2]. With the changes made in
-13 it's going to sit in MISSREF waiting for draft-ietf-hpke-hpke and so I
believe it might as well go the extra half a mile and MISSREF
draft-ietf-hpke-pq too. This feels like a missed opportunity.
Generally though, I believe the document is in a good shape now compared to the
last WGLC and if accommodating PQ and PQ/T registrations is believed to be too
much of a disruption I believe it is ready to proceed.
