I don't think it is important to give people the option to choose the
language *after* they have downloaded JOSM - it would be sufficient to
give them the option to choose the language *when* they download JOSM.

I'm not sure this is the best solution.
For example on OpenOffice I get a big list with a lot of options to select...

It's much simpler to have only one download.
Currently I don't see the size of the jar file a problem.

(I also like the Web Start idea but I have burnt my fingers with that on
Linux using non-Sun Java installations in the past so I'm not sure how
far I want to trust it; plus I am unsure how good this works when you're
offline?)

Webstart applications work very fine offline, but on the other hand, what do you wish to do with josm wehn you're offline ?
