I don't accept that argument. Downloading a large area (plus aerial imagery) and making edits there is only one of a large number of possible use cases. For example, many error checkers will use the JOSM remote control plugin to download only a small area around the error that needs fixing. I think we can find a solution that serves all. If you want it easy then you can have it, for the price of downloading a large file. (We could even prepare a "JOSM super easy" that contains all available plugins, bringing the download JAR size to something like 15 MB - surely a convenient option for those behind a fat pipe.) All I say is that if you'd rather not download a large file, and if you accept losing some flexibility and having to think about what language you want before you download, then you should be able to do that.
